Seller says "never been opened" and can not verify the number.
It could be a PC, or have pages stuck together, or have missing pages. (Don't laugh--all these have happened to me on various books). Hell, it might be a box filled with potatoes! I just can't see shelling out big bucks not knowing what you'll really get.
I don't think the PC copies were originally shrink-wrapped. Peter Schneider had most of those and sold them through Stu Tinker at Betts. I'm nearly certain they weren't shrinkwrapped.
In fact, now that I think about it, I know they weren't shrinkwrapped because we could choose the one we wanted from a list of the names on the checks. I requested and received "Roland Deschain."
I agree that to bid I would want to know what is inside.
This is what the seller told me. Does this match how others bought this?
"My sister and I each bought one of these back when they were 1st released. I just called her to ask what publisher released it, and she can't recall either. It was only offered by one company if I am correct, and I seem to remember our names having to be picked to be able to purchase it. Please forgive my memory. When my sister sold hers she thought that it was shrinkwrapped, but the buyer corrected her saying it's saran wrap.
I remember taking it out of the box, and this is exactly how it was sent. I never unravelled the wrapping, because I also thought it was shrinkwrapped and I wanted to keep it pristine. Thanks for your inquiry, I hope this is helpful. Let me know if you have further questions."
I'd really like to take a swing at the Regulators but the boards opinion has got me leery.

Average price is $900-1000. So that's where this auction seems so tempting. It's already been listed at $1000, and then at $800 with no interest.
Depending on the price, you might be able to get a deal on this. I suppose if the box came with potatoes in it, one could dispute the deal based upon the description.
Anything more than ~$800-$900 seems too risky not knowing.
Seller relisted with a significantly lower BUY IT NOW and I pulled the trigger.

The ad says the "case" is new, and the "book" is new. Any reasonable person would expect it to be the complete package. That being said, if the seller doesn't want to open it, that means they are already being odd/illogical, and unless the price is right, it could be a PITA process to dispute.
An ad may say no returns, but ebay policy on a misleading ad trumps any return policy a seller may state.
It is a good one. The checks in the PC copies of the numbered edition repeated most of the check recipients in the lettered edition.
The best one in my collection is a numbered edition with the check made out to Randall Flagg in the amount of $10,000 for a "tithe."
I never cashed that check...
