There is no real explanation. He was a never-seen character created by Peter Straub and utilized by King.
From The Road to the Dark Tower:
Peter Straub originally created Bango Skank for The Talisman but never used him in that book. He does appear, though, in Straub’s short story “The Buffalo Hunters” in Houses Without Doors. In a personal communication, King said that Bango keeps popping up in his work like “a kind of graffiti boogeyman.”

Another question, so what did Bango Skank do when he got to the tower. The picture on the title page has his graffiti placed right next to the sidewalk.
I've always wondered about the mysterious "Bango Skank" as well. Quite the enigma, that one.

A photo of my favorite graffiti is included in The Road to the Dark Tower -- someone wrote "Roland was here" on a construction fence near the real site of the Dark Tower in Manhattan. My editor noticed it one day when he was out for a walk.
