I can't confirm the red ink question as mine is #37. It is however in the red folder, not the standard black folder.
I'm not sure my article even said that 1-20 were signed in red.

As can be seen #10 was not red ink. The whole thing is a mix and match nightmare as the covers were swapped at will by Glimmer Graphics. That and the fact that there are only ~7 original pieces (none officially numbered), makes this portfolio a clusterfuck.
