Assuming this is algebra, and you're having actual numbers stand in for letters....
7 must be four times 18, and 1 must be 25 times 7, right?
So say instead of 1, 18, and 7 you substitute A, R, and G.
A=25G=100R

Beyond that I'm stumped--I don't know how to make the first one work out.... Unless you're being REALLY tricky and having SOME of those 1's being A's and some actually 1 but you're not saying which is which....
Assuming that this is straight algebra would be a mistake. Yes the parentheses imply multiplication, However, substituting for variables would be a mistake. I dont want to give away too much yet.

I made a stupid. Indeed, Grant is the 18th president. If one substitutes, 16th for 18th, maybe the riddle will make more sense.
