Hands Down Andrea Bocelli, I had some trouble locating a romantic song but still.

"As for gunslingers, Roland," Cuthbert says, "I am here. And we are the last."
When two fit, it makes you think
I got the cute one, my woman
She says, "Lovin's all I bring"
And it's her loving that's a wonderful thing.
Lovin' yes we are, it's such a wonderful thing
When two fit it makes you think
See us both in the black
She lays on me so relaxed.

Okay, seriously, though.
Among others.
And yeah, Marvin Gaye and Andrea Bocelli are absolutely amazing. =D
Are we limiting ourselves to male singers? Because if not, the correct answer is Etta James.
What? No Elton John, Lobo, Michael Bolton, Gordon Lightfoot, Burton Cummings, Harry Nilsson, or even Johnny Rotten?
It'll take a lot more than words and guns,
A whole lot more than riches and muscle.
The hands of the many must join as one.
And together we'll cross the river.
Puscifer, "The Humbling River"
For me...Marvin Gaye, Barry White, and anyone in between ain't got shit on Otis Redding. He had the most soulful voice ever.
Frank Sinatra
(in fact, some French guys, but I understand nobody heard of them)

I think it'd have been nice if Sinatra paid a little more attention to who wrote the songs he was singing (since it was rarely him). He covered the Beatles' "Something" for many years and famously stated it was his favorite Lennon/McCartney composition. It was written by George Harrison. Not to mention he always had to add in his little "Stick around Jack it may show". Who the freakin' hell is Jack? Cover artists shouldn't make up their own lyrics. Of course Harrison thought it was so funny that whenever he played the song live he added in the "Jack".
I didn't even know that! I am not really much into English/American love songs, I just named Sinatra because of Strangers in the Night
::imagines dancing with Lady Linda::
other than that, you know what I listen to... and Something is one of my favorite songs ever, but, of course, we won't stretch the definition so far as to call the late philosopher a singer of love[eeeeee]

Fair enough, best English language love song. I can't rightly say it's better than songs I don't know.
You guys are all fools! Al Green for the win! /sarcasm off
