My initial guess, and I'm not 100% satisfied, is Washington, DC.

At the time of Britain's colonization of America, the DC area was naturally quite wild; First-Nations people in Canada could relate via the French and Indian War, though that's a bit of a stretch; the "two mortal enemies of mankind" could potentially be slavery and Nazism (though slavery still exists and Nazism was by no means toppled by the US alone); other cartels could include the League of Nations and the UN, as well as the Allied Forces and the Coalition of the Willing; Alexander "Boss" Shepherd is famous for getting the Territory Act of 1871 to pass, giving DC its own governance/representation. The clue I'm unsure of is the last one, though I suppose it could refer to taxation? Once again, I'm not entirely satisfied with this answer, but it's the best I got right now.

Is the "Boss" in question, at least, Boss Shepherd? Or is it perhaps Boss Tweed of Tammany Hall?
