I got to go with Dungeonmaster (called Rage War in other places). It had a few different sequences including one with the band WASP. Also throw in Richard Moll as the evil baddie and it's a fun little movie.

I have to go with Warriors of Virtue...it's not exactly a low budget movie, but it wasn't promoted on a large scale either. Angus MacFayden was brilliant in that movie, and he's got moves too.

Willow freakin' rocks. That's still one of my favorite movies. I don't think it was low-budget, though - they did have puppeteers and morphing witches and greenscreen work, not to mention the fairies... Man, I love that flick.

Also Time Bandits, Princess Bride, Labyrinth...Dark Crystal...The Goonies!! Maybe they're not so low budget, but they're not on a LotR scale.
Um, ditto all those that darkthoughts just mentioned. Awesome, awesome movies, although I'd give most of them the "not low-budget" argument that I gave for Willow.

Although I don't know if it would be considered the same, since it's animated, I would have to throw Disney's The Black Cauldron in there. It wasn't a big film, but the story is great and the animation right on mark with the vibe of the mythology.
As for others, I did love Willow, but you've also got to throw Labyrinth and Legend in there. Also, The NeverEnding Story, but I'm pretty sure that had a decent budget.

I loved the LotR cartoon, shame that never got finished. And as a series, Dungeons and Dragons...did those kids ever get back home?
Dude, I remember the animated version of The Hobbit. That's still how I see Gollum in my mind's eye - a taupey sort of brown with glowy yellow iris-free eyes.
