If a signed book was sent in do you normally get confirmation of receipt? With porch pirates and messed up deliveries these days one can't be too careful. I completely bypassed USPS and went straight through UPS.

Since it's the first Roman Numeral, there are no "rights holders" for this book. Anyone is free to enter the lottery. It doesn't affect lettered rights.
