The photo does sort of look like a Civil War (Union) soldier based on the blue wool uniform, and he does look messed up enough to be a zombie or something (which led to my second guess based on Googling "civil war zombie movie").

Well, I recognize Kevin Kline, although I've not seen the movie where he looks like that. I recognize Gary Oldman, looking like Commissioner Gordon. The comic-looking fellow looks Flash Gordon-y or Buck Rogers-y. The B/W clue lady looks vaguely familiar. The Pink Panther is, well, the Pink Panther (not sure if that's a clue or just a clip-art prompt to encourage me).
The movie screen shots only tell me it's a B/W crime thriller(?) or noir filmed or set in the 1950s.
