PayPal is 2.9% + .30¢ per transaction. So it totals ~15% now.

I agree. He could go to Pay Pal and fight you on it. Pay Pal almost ALWAYS goes in the defense of the buyer though not the seller. Ebay will protect the seller a little more than the buyer... ...
