Looks like it is a legal statement saying the current owner is allowed to sell the book without permission from the copyright holder.

I only keep it on if it is issued by the publisher. If it is a store placed sticker, I toss it.



I would remove the sticker from the dustjacket, cover the dustjacket with a Brodart, and apply...
