b)they were important because the guards in the devar tate could measure them with their telemetry to make sure none of the 'inmates' used their abilities outside the study and to make sure none were able to teleport.
c)ted brautigan influences them most as his one of his abilities is as a facillitator. Increasing the powers and abilities of other people around him therefore speeding up the destruction of the beams.

It's okay to speak for yourself, it's just a bit presumptuous to do so for everyone else. As far as how long we wait, it varies and is typically determined by the person who asked the question. I, for example, cannot post from work. Technically, I can't even see this at work. Soooo, all the stars have to align for me to answer; e.g. know the answer, remember to log in, have the time and opportunity, remember to check the thread, etc. I'm sure it's that way for others, too.
