I don't think it's particularly scarce. Finding a pristine copy may be a problem though - most if not all of the older UK proofs with black wrappers seem to be prone to damage and they usually lose the black at every crease and scuffmark, showing the white underneath. But with some patience you should be able to find a nice copy.
Where did the 2,000 copy info for the US ARC come from?
All my notes for the ABA edition of the Gerald's Game proof show 2000 copies, but I'm just not sure where I got that info.

Here's the letter that comes with it:Gerald’s Game (Viking 0-670-84650-3, May ’92, no price, 332pp, hc) Horror novel. This is a special limited advance edition of a new King novel given out by Viking to booksellers at the ABA. This is identical to the forthcoming hardcover trade edition except for a facsimile note from King on the flyleaf and a cardboard slipcase rather than a dustjacket.

It was there but now it stands out a little more, I hope. There really isn't a lot of information for most proofs, anyway.
I just got the hardback edition and it has a copy of that letter in it. I know it's a replica, but still pretty neat.
