It's a way of showing confidence in a statement. It could be said as I bet a dollar to your dime. Basically I'm giving you odds that I'm right.
BTW this saying originated when a dollar meant something and donuts were cheap.
Also, if you happen to be from anywhere except the USA, I'm talking about doughnuts.
