The comic series addresses this, and I kind of agree with how they did it. They imaged her as a not-so-pretty girl who had a bad streak from the beginning. I could totally see that.

I'm of the opinion that we all start life as neutral beings, neither good nor bad. We learn of the two through our experiences of our formative years and come to make judgements and act according, thereafter, to our own perceptions of right and wrong.
In other words, I'd say Rhea had some bad experiences that shaped her into the bitter person she became - and that unlike those who triumph despite adversity, she lacked the support/care/etc to see the world and the people in it from another perspective.
(Thanks DT but I only wish it were true.)

I always pictured Rhea as being evil from childhood. I think she may have been pretty at one point. But always evil
I think she started to become evil around the age of 14 or 15 or even later.

It was much younger than that, according to the first arc of the DT comics.
