I assume the man in the painting is a Native American....Thus the Native American in Predator was played by Sonny Landham who in 2003 made a short run for Governor of Kentucky....But before that he played a Political Candidate in a 1974 X-Rated film called....

Almost there! Sonny Landham is indeed correct. He did have political aspirations: the run for governor as you indicated, and also, later, for state senator. He is of Native American descent (I believe he claims Seminole heritage, hence the picture of Osceola that I used)
However, the movie that you guessed does not star Mary Mendum, so you need to figure out a better match. Hint: it shouldn't be HARD to find the movie.

The main actors in both films are both Academy Award Winners for Best Supporting Actor. (not for this film)
Both Frank Sinatra and George Clooney won Academy Awards for Best Supporting Actor. Each was in a version of Ocean's 11. Although the cover of the paperback seems to indicate a gambling-related movie; O-11 was a heist film with an ensemble cast; (and I don't remember a guy getting shot through the head), so it's not a great guess on my part.
But it's all I got.
