Ricky, there are a number of ways. One is to have some contacts that can get you one. Another is to become a reviewer and have the publisher send you one. (This is not easy, however.) Still another is to wait and possibly get one in the secondary market, such as eBay or ABE.
Regarding your quest for a proof of DTIII, there are actually two different proofs--one for the Grant edition and one for the Plume trade paperback edition. Both occasionally show up on the secondary market. Pictures of each can be seen in my Collections thread.

I was the high bidder on the previous listing and paid promptly with PayPal. The seller refunded my payment stating that he had hoped to sell it for at least $2500 and refused to honor my winning bid. From the tone of the e-mails (poor grammar, poor spelling, etc.) I suspect that these are probably poorly educated and certainly unethical people.

I would have reported them to ebay and Paypal. And I would have included their emails to prove that they broke all their rules.
I put in a bid of $2000 for the Night Shift proof to test the waters. (I rejected it shortly after)
It did not make the reserve price!
