It shouldn't be this hard to get a seller to send a picture, especially with this valuable a book. You can't help but think he's hiding something.
So I'm leaning towards some type of moisture damage. I was looking into those white fuzzy tipped bullets which looks to be zinc oxide (zinc rust) which is caused by water contact or high humidity or condensation.
Maybe there was some sort of mold/mildew growing and he tried to wipe/clean it off the book.
There is also evidence of slight foxing to the text block which can also form from moisture problems.

I don't have a horse in the Regulators limited race but based upon the lack of cooperation by the seller it is very likely that the book has issues in the areas interested parties are concerned with. Buyer beware comes to mind in this instance.
