The price depends on condition. Of course the 'Wastelands' portfolio is $30 as it is still available.
MINT condition portfolios for Insomnia and The Stand are hard to come by-the folder and art are over-sized and over time most all are 'folded spindled mutilated' .
Add in the red/black Insomnia, original art (1 of 7) and the price is IMO much higher.
My estimate:
Red #'d F/F Insomnia portfolio: >$235.
Black #'d F/F Insomnia portfolio: >$215
Unnumbered, reduce value by ~25%
1/7 Original Phil Hale pieces for Insomnia: Market-but IMO >$1k.
F/F The Stand portfolio with signed extra print: >$50

Are the numbers just different colors or are there a different amount of "sets" characterized by different colors?
I see my Stand Portfolio is number 1107/1200 (Is that the extra signed print you speak of?)
My Insomnia Portfolio limit page says 153/400...I can't tell color from the pic and I'd have to pull it out to see the color of the numbers if that's what you mean. Were there less red than black then?
On a side note, I have #453 Insomnia S/L book, so if anyone happens to have the #153 Insomnia S/L Book, I'd like to trade for it to match my Insomnia Portfolio.

Another He Is Legend ARC with signed tipsheet. It doesn't say so outright in the title of the listing but it is mentioned all the way down the page.
As usual, Gauntlet hasn't been too honest about how many of these proofs w/tipsheets are available. No surprise.

For the completists: an unknown publication of this King recipe?
It's not THAT scarce. I got a copy a year or so ago for about the same price from the publisher.

As long as the books are clearly disclosed as PC editions, I don't see much of a problem. Of course if there was a numbered limitation of 100 and the PC's totaled 200 (not the case in this instance) it would be extraordinary, but eventually the market would still establish the price for both versions.

The proof sold for $575. I've been in contact with the buyer (who's a longtime lurker here but has never posted--she's a bit shy) and she made the successful offer. She asked the seller where she got the book and this was the response:

I've heard of stories like that at Goodwill. Specifically, Roy Robbins frequents Goodwill looking for bargains....or at least he used to. He's told me stories of some fantastic finds over the years. I think you need to live in a pretty large city, though, to get a large sampling of books and turnover. I've been to the Goodwill here in Amarillo once or twice over the years and found absolutely nothing and the prospects for new books to show up frequently seemed slim. Still, you never know unless you go frequently, I guess.

I found my US copy of The Bachman Books in the small cellar of a charity shop here in The Netherlands... a 5th printing, sure... but still. Paid €7.50 for it, I think.
