Wow. That 999 is signed by King? I think that's rare because I was under the impression he did not sign that book. I think that's around the time he had his accident and was not able to sign the book.

Is there proof that's not a forgery? I'm trying to figure out why would King even sign it.

The why, I don't know if my guy knows that. I would only guess that the character of Don Quixote was a man who has read so many books he decides to become is a Knight and he swore to protect the innocent and slay the wicked. Does that sound like a story and character in King's books?
Just a random guess on my part. Maybe King though the character had similar traits to Roland an maybe he was a little inspired by that story. Just a thought. By no means the definitive answer.
