The Free Library of Philadelphia has the event posted on their website for October 20. It is free, but no mention if it is a signing or just a lecture.

I think that both deals are great. Tough not knowing what books exactly will be signed. Could be a Wind Through the Keyhole 1st or a later printing of something else.
