Apparently it's a common thing for horror films.

Kind of ironic coming from the folks that brought us the "Holocaust"!!!
But i think itīs not a big problem to find the uncut FSK18 DVD for small money...
In Germany, any Nazi imagery or allusion is illegal, and I can only assume the spelling 'semetary' has something to do with it. A WWE event 'Elimination Chamber' is named 'No Escape' there because of that law. Perhaps it exists under a different title?
I suppose it can be rooted in some form of atonement. Upon initially seeing the list, it just occurred to me is all. Not trying to start an argument. FWIW, I'm of German descent and still have family there. We generally avoid the subject for obvious reasons. I apologize if my comment offended anyone. Not my intent, just popped into my head at the time.
Wow I didn't realise the name change fo rthe WWE PPV.
You wouldn't know though, it could just be a totally different reason, I'm pretty sure that Germany tends to ban a lot of video games etc. Some country's are just like that
They're very self conscious about the level of violence they allowed to be shone, either as atonement like Merlin said or just plain self-image.
Since the Sematary was first started in the early 1900s or before one can assume the sign was made by a child or semi-illiterate adult.

A lot of violent videos were banned in various places in Europe over the years. In Britain, they were called Video Nasties. Even music videos were banned by the BBC for any number of reasons. So it's not unusual that a movie where a little boy turns homicidal might be considered objectionable.
