Who thought of buildings that this person once worked in where you would come to certain floors while riding an elevator and those floors would be marked with an 'X'? What was this person associating this memory with and why?

I thought it was Eddie but I didnt think he worked in one of them? He was associating the locked levels with hidden levels of the Tower.

Zone really has it. Eddie worked briefly as a messenger, and compared the possibilty that the Tower was inaccessable in some worlds to the floors he used to see in elevators marked with an X, meaning they too were inaccessable.
