I have no idea what the first word actually is!
"A-quiver" is the second one? Could also be "aquifer."

Ogallala Aquifer (http://en.wikipedia.org/wiki/Ogallala_Aquifer)
It was discussed on a show the other evening about the effects of drought, how the aquifer has allowed the western US to bloom in the past and how much it has dropped in recent years. It apparently recharges with rain water but it is being depleted faster than it can be filled. It seems to be running low at the worst possible time, as the western US is facing a potential multi-year drought.
I thought it was interesting.
Running low despite me pissing in it while in a drunken stupor???
