This must have been offered for free before--I already had it. When I tried to download it, however, it said my version of Kindle for the PC was out-of-date and I should download the newest version. I did so.

It's possible. That story was originally published as a very limited chapbook, then again in two different collections (from Borderlands and Night Shade). Maybe one of those publishers had a free promotion? This time it's Lebbon himself keeping his early and hard-to-find work available under Dreaming in Fire.

I really, really like his stories, especially early work. His recent novels are good reads too, but more on the YA and urban fantasy side than psychological horror.
